Request for Proposals for Transfer of Property at 2315 Powell Street

The City of Paducah, Kentucky is requesting sealed proposals for the purchase and transfer of property at 2315 Powell Street.

Transfer of surplus property will be based on the best-evaluated future use of the property-25%, highest bid-25%, proposed reinvestment-25%, and compliance with applicable codes-25%. To be considered for these properties bidders must be current on City taxes and have no existing liens on any property currently owned in the City of Paducah.  Only bids for rehab of structures that meet minimum building code requirements will be considered. 

Proposed bids must be sealed, the words “Sealed Bid” written on the outside of the envelope, and include the following:

  • Purchase price offer for the property of at least $325.00 per lot.
  • Statement describing the intended use of the property and improvements to be made.
  • Commitment to the date in which those improvements will be completed.
  • Commitment to establish and maintain appropriate groundcover and at least one tree on the site.
  • Name, address, and other contact information of person making the bid.

All such sealed proposals should be submitted to the Planning Department prior to 9 a.m., local time on May 1, 2018.  All proposals will be opened on May 1, 2018 at 9 a.m. in the City of Paducah Commission Chambers.

Invitation to Bid for Roof Replacement for Robert Cherry Civic Center and Probation & Parole Building

The City of Paducah, Engineering-Public Works Department will receive sealed bids for Roof Replacement at the Civic Center and the Probation & Parole Building on Tuesday, April 17, 2018, 2 p.m. CST.  All Bids received will be publicly opened and read aloud in the Commission Chambers, Second Floor, City Hall, 300 South 5th Street, Paducah, Kentucky.  Copies of Plans and Specifications may be obtained at the office of the Engineering-Public Works Department located in City Hall.  

MANDATORY PRE-BID MEETING:  A Mandatory Pre-Bid Meeting will begin at City Hall Commission Chambers and proceed to the site locations on Thursday April 12, 2018 at 9 a.m. CST. 

PROJECT DESCRIPTION:  The Contractor will be required to furnish all labor, materials, equipment, tools, hauling, disposal, transportation, fuel, supplies and items necessary to remove the existing roof and install a new roof in accordance with the Specifications at the following locations:  Probation & Parole Building, 400 South 6th Street  and Robert Cherry Civic Center, 2701 Park Avenue.

OBTAINING CONTRACT DOCUMENTS:  Copies of specifications may be obtained at the office of the Engineering-Public Works Department located in City Hall.  Plans and specifications are on file at the following locations:

BID SECURITY: A properly completed satisfactory Bid Bond or a Certified Bank Cashier’s Check in an amount equal to five percent (5%) of the total bid shall be submitted with each bid.  No other forms of security will be accepted.  Failure to submit a bid bond or certified bank cashier’s check will result in disqualification of the bid. 

BID EVALUATION - AWARD OF CONTRACT:  After reasonable consideration of all bids received, a Notice of Award will be given to the responsible bidder who submits the responsive bid of the lowest bid price in accordance with the specifications.   

PERFORMANCE BONDS:  A Performance Bond and a Labor and Material Payment Bond each in the amount of 100% of the Contract Amount is required to be submitted by the successful Bidder.  The bonds shall be used as security for the faithful performance of the Contract and shall be in the form included in the specifications.

CONTRACT TIME:  The Contractor will be required to begin Work upon issuance of a Notice to Proceed and complete the Project within Thirty (30) consecutive calendar days. 

PREFERENCE TO KENTUCKY BIDDERS:  In accordance with KRS 45A.365, prior to a contract being awarded, a resident bidder of the Commonwealth shall be given a preference against a non-resident bidder registered in any state that gives or requires a preference to bidders from that state.  The preference shall be equal to the preference given or required by the state of the non-resident bidder. 

EQUAL EMPLOYMENT OPPORTUNITY:  The Contractor shall ensure that employees and applicants for employment are not discriminated against because of their race, religion, color, sex national origin, age or disability.

DRUG FREE WORKPLACE:  The City of Paducah has adopted a Drug and Alcohol Free Workplace Policy in compliance with 803 KAR 25.280, in which drug and alcohol use and abuse in the workplace is prohibited.  All contractors and subcontractors doing business for the City of Paducah shall adhere to this policy. 

OWNER'S RIGHTS RESERVED:  No bid shall be withdrawn for a period of Sixty (60) days subsequent to the opening of bids.  The City reserves the right to reject any and all bids in accordance with the City of Paducah’s Code of Ordinances and the Project Specifications. 


Invitation to Bid for Resurfacing Program

The City of Paducah, Engineering-Public Works Department will receive bids for the City of Paducah’s 2018-2019 Resurfacing Program at 2 P.M., Tuesday, April 17, 2018. All Bids received will be publicly opened and read aloud in the Commission Chambers, Second Floor, City Hall, 300 South 5th Street, Paducah, Kentucky. Copies of specifications may be obtained at the office of the Engineering-Public Works Department located in City Hall.

The City of Paducah, Kentucky is requesting sealed proposals for the purchase and transfer of property at 1320 Oscar Cross Avenue.  Visit Surplus Property for the address, lot dimensions, zoning information, and an aerial map of the property.
