James W. Zumwalt was hired as the City Manager for the City of Paducah in May 1998.
Jim has more than 35 years of city and county management experience. He has served as the Chief Administrative Officer in Bay Minette and Baldwin County, Alabama; Kingsport, Tennessee; Boca Raton, Florida; and Beaufort and Kershaw Counties, South Carolina.
He holds a Masters of Public Administration Degree from Harvard University John. F. Kennedy School of Government and a Bachelor of Arts Degree from Rice University. He served a combat tour in Vietnam as an Artillery Officer in the U.S. Army.
During his years as City Manager in Paducah, the city has built a quality management team, expanded recreational resources, reduced crime and achieved Police Department accreditation, established a Public Works Department, expanded economic development activities, and won national recognition of the LowerTown Arts District.
He is an International City/County Management Association member and President of the Kentucky City/County Management Association.
Jim's wife, May Louise, is Director of the Museum of the American Quilters Society. They have two sons, Marcus and Nathan, and three grandchildren.
