Request for Qualifications-Joint Construction Design Concept for Police & Fire Headquarters
The City of Paducah, Kentucky is soliciting Statements of Qualifications from qualified firms interested in providing Consulting Services for a spatial needs assessment of the City of Paducah Police & Fire Department headquarters and provide recommendations for the location of an expansion if the spatial needs assessment warrants said expansion.
Sealed proposals will be received at Paducah Fire Station 1, 301 Washington Street, Paducah, Kentucky, 42003, until 3:00 P.M. local time on April 22, 2013 to develop a Joint Construction Design Concept.
Qualification Statements may be either mailed or hand delivered to Steve Kyle, Fire Chief, 301 Washington Street, Paducah, Kentucky 42003. The City of Paducah reserves the right to waive any informalities or minor irregularities, reject any and all proposals which are incomplete, conditional, obscure or which contain additions not allowed for, accept or reject any proposal in whole or in part with or without cause and accept the proposal which best serves the City. The City’s Joint Construction Design Concept shall include a number of items, including; assessment of existing public safety facilities, detailed space by space definition of required elements within a joint City of Paducah & Fire Department facility, footprint and its relationship to the site, vehicular requirements and other site requirements as applicable, standard site selection criteria and a schematic site plan depicting footprint and site needs, including vehicular circulation and parking.

Due to the three received bids being in excess of the funds available, the bids are being rejected and competitive negotiations are being requested of the Bidders.

Receipt of Proposals for Ohio River Boat Launch Project
The City of Paducah Engineering-Public Works Department opened sealed bids for the Ohio River Boat Launch Project on Tuesday, March 26, 2013. The project consists of the following:
- Construction of a new five lane concrete boat launch facility on the Ohio River at the end of Burnett Street;
- Construction of a gangway/courtesy dock;
- Construction of a 100-space parking/trailering lot;
- Construction of a paved boat launch access road consisting of improvements to Burnett Street from North 8th Street to North 6th Street over the floodwall to the new boat launch facility parking area located on the Ohio River; and
- Additional amenities consisting of landscaping and drainage improvements.

Request for Proposals for Call Center Design Build Services
RFP # 2013-01
DEADLINE: 2:00 p.m. Prevailing Local Time, Monday, March 4, 2013
SCOPE: The City of Paducah and County of McCracken (together referred to as “Owner”) is accepting proposals for the design and construction of a call center located in the Paducah Commerce Park in Paducah, McCracken County, Kentucky (the “Project Site”). The call center and the Project Site will be owned by Owner and will be leased to TeleTech Services Corporation, a publicly traded company headquartered in Englewood, Colorado.
KENTUCKY PREVAILING WAGE: Bidders are hereby notified that this project is governed by Kentucky Prevailing Wage Rates.
PROPOSAL DEADLINE: The signed completed original proposal and five (5) copies must be sealed in an envelope with the proposal number, project name, proposer's name and due date clearly marked on the outside of the envelope. The first page of the original proposal should be marked "Original" and the first page of the copies should be marked "Copy." The proposal shall be addressed and delivered to Jeff Pederson, Project Manager, City Hall, 300 South 5th Street, Paducah, Kentucky 42001 prior to proposal deadline scheduled for 2:00 p.m. prevailing local time on Monday, March 4, 2013.
Proposals delivered by facsimile or electronically shall be rejected.
All Request for Proposal (“RFP”) documents will be available on February 11, 2013, at the City Clerk’s Office, City Hall, 300 South 5th Street, Paducah, Kentucky.
SECURITY BOND: A satisfactory security bond executed by the proposer with surety thereon, cash, or a certified bank cashier’s check in an amount equal to five percent (5%) of the proposal shall be submitted with each proposal. No other forms of security will be accepted. Failure to submit a security bond, cash, or certified bank cashier’s check will result in disqualification of the proposal.
PREFERENCE TO KENTUCKY BIDDERS: In accordance with KRS 45A.365, prior to a contract being awarded, a resident bidder of the Commonwealth shall be given a preference against a non-resident bidder registered in any state that gives or requires a preference to bidders from that state. The preference shall be equal to the preference given or required by the state of the non-resident bidder.

OWNER'S RIGHTS RESERVED: Owner reserves the right to reject any and all proposals in accordance with Owner’s Code of Ordinances and the specifications, to waive irregularities in a proposal, and to award contracts based on the best interest or what is most advantageous to the Owner.
