The City of Paducah is proud to announce two recent promotions in the Human Resources and Planning Departments. Martin Russell, a more than 20-year human resources industry veteran, was promoted to Human Resources Director. Sheryl Chino, who has more than 18 years of experience in planning and grant administration, was promoted to Planner II in the Planning Department.
City Manager Jeff Pederson says, “These promotions reflect the City of Paducah’s commitment to excellence and the City’s ongoing efforts to recruit and retain great people. I’m proud of the high performing team we have built for local government. Sheryl and Martin are shining examples of passionate team players who strive for personal and organizational excellence.”
Russell joined the City of Paducah in 2011 as Human Resources Generalist. In his time with the City, Russell earned his Professional in Human Resources Certification in 2013 and achieved the Society for Human Resource Management (SHRM) Certified Professional certification in 2015. He is a member of SHRM (locally and nationally) and Kentucky Public Human Resources Association (KPHRA). Russell earned a Bachelor of Science in Human Resource Management from Western Governors University.
Chino is a graduate of Western Kentucky University with a Bachelor of Science in Geography with emphasis in city and regional planning. Prior to joining the City of Paducah in 2013 as Grants Administrator, Chino spent more than 15 years employed by the Green River Area Development District as the Regional/Infrastructure Planner and Senior Project Administrator. She has experience in hazard, water management, and infrastructure planning, comprehensive plan development, and capital project development and administration. Chino is a member of the American Planning Association (APA) and the Kentucky Chapter of the American Planning Association (KAPA).
