Request for Proposals - FY26 Cyber Risk Assessment and Vulnerability Scan

The City of Paducah (KY) is requesting proposals from qualified firms to provide a cyber risk assessment and vulnerability scan. Details of the City of Paducah’s technology environment will be disclosed during the mandatory in-person pre-submission meeting. All attendees will be required to sign a confidentiality agreement prior to details being disclosed.

In an effort to better understand our current cybersecurity posture and areas for improvement based on continuous testing, evaluation, and structured assessments; the City requires the following services to be performed by qualified firms:

Cyber Risk Assessment - Qualified firms shall provide a systematic process aimed at identifying vulnerabilities and threats within the City of Paducah’s technology environment in order to assess the likelihood of a security event, and determine potential impact of such occurrence. The assessment shall also provide recommendations for additional security controls to address the City of Paducah’s specific challenges and mitigate risks of breaches or other disruptive incidents.

Vulnerability Scan - Qualified firms shall use computer programs designed to assess computers, networks, systems, and applications for known weaknesses. The scan results shall also provide the City of Paducah with insights into corrective actions, compliance with regulatory frameworks, and recommendations for a strong cybersecurity posture.

Considerations - The City of Paducah supports public safety departments. All services performed shall not impact Police, Fire, nor E911 services outside of scheduled maintenance windows.

Pre-submission Meeting -  In order to not inadvertently disclose potential vulnerabilities to would-be attackers, prospective bidders shall attend a mandatory, in-person, pre-bid meeting where additional information can be given. Virtual attendance will not be permitted. Failure to attend this meeting will disqualify you as a potential bidder. The meeting will be held 14 days prior to the bid opening, at 2:00 p.m. on February 16, 2026, at the City Hall, 2nd Floor Commission Chambers, 300 S. Fifth Street, Paducah, KY. Questions made in writing (email) will be responded to up to 72 hours prior to the bid opening. If questions are submitted, the question(s) and answer(s) are forwarded to all potential bidders in order to maintain a fair and competitive process.

Request for Proposals - Property Available for Reinvestment  - Proposals Due February 18, 2026

Surplus Properties SignThe City of Paducah, Kentucky is requesting sealed proposals for the purchase and transfer of available real property for the construction of site built, conventionally framed owner-occupied single-family homes. Commercial Development will also be considered, under the same construction guidelines. Developers wishing to purchase a lot on which to build single-family homes must enter into a developer agreement with the City of Paducah. Developers will be required to market the home to an owner-occupied buyer. City/Urban Renewal Community Development owned property will not be sold for the construction of single-family rental units. Duplexes will only be considered on lots that are 8,000 square feet or larger and multi-family requires a minimum lot size of 9,000 square feet.

Property will only be sold if immediate development is proposed and the probability of such activity is high. All property is sold “as is” and with no implied warranty of clear title. The buyer is responsible for ensuring clear title prior to purchase. If the purchaser decides to purchase without the benefit of a title exam a quitclaim deed will be granted. To be considered for these properties, bidders must be current on City taxes and have no existing nuisance liens on any property currently owned in the City of Paducah.

Request for Proposals - City of Paducah Telecommunications Provider Franchise

The City of Paducah is soliciting proposals from parties interested in obtaining franchises to operate telecommunications systems within the confines of the City of Paducah, Kentucky, pursuant to Chapter 108 of the Code of Ordinances of the City of Paducah. Franchise(s) awarded pursuant to this Request for Proposals will be non-exclusive and will be for ten (10) years. Proposals must meet all the requirements of Chapter 108 of the Paducah Code of Ordinances.

Franchise applications may be obtained by downloading the Telecommunications Franchise Application or by contacting City Clerk Lindsay Parish at Telecommunicationspaducahky.gov or by mail at 300 South 5th Street, P.O. Box 2267, Paducah, KY 42002-2267 or by phone at 270-444-8506.

Sealed proposals should be sent to City Clerk, Lindsay Parish, 300 South 5th Street, P.O. Box 2267, Paducah, KY 42002-2267. Bids WILL NOT be accepted electronically.

The bid openings will occur quarterly on a rolling basis through 2026. Bid opening dates are as follows: March 4, 2026; June 3, 2026; September 2, 2026; and December 2, 2026. Sealed proposals must be received no later than 10:00 a.m., local time on the day of the opening. Proposals will be opened and read aloud publicly in the Commission Chambers of City Hall, located at 300 South 5th Street, Paducah, KY.
